Parliament Passes Landmark Bill for Good Governance and Transparency
In a historic legislative milestone, both Houses of Parliament have enacted the Comprehensive Public Governance and Administrative Accountability Bill, establishing statutory timeframes for citizen services.

In what is being hailed as one of the most comprehensive overhauls of India’s administrative architecture in three decades, Parliament has passed the landmark Public Governance and Administrative Accountability Act. The legislation introduces binding delivery schedules for more than 180 citizen services across central ministries and statutory bodies.
Key Pillars of the New Legislation
The legislation addresses systemic delays in administrative approvals, public grievance redressal, and departmental clearances. Key provisions include:
- Statutory Timelines: Strict 15-day maximum turnaround for essential citizen documentation, with automatic escalation to appellate tribunals in case of non-compliance.
- Mandatory Digital Audit Trails: Every file movement across central departments must be registered on the Central Governance Workflow Engine, eliminating physical delays.
- Independent Performance Audits: Annual Citizen Satisfaction Indices published by an autonomous oversight panel headed by retired jurists.
"This enactment transitions our administrative machinery from discretionary processing to rule-based, time-bound citizen entitlement. It reflects the aspirations of a modern, digitized nation."
Implications for Bureaucratic Reforms
Administrative scholars point out that while previous citizen charter initiatives lacked statutory teeth, the 2026 Act incorporates direct accountability mechanisms, including departmental penalties for willful obstruction. State governments have also been urged to formulate harmonized legislations within six months.
Specialized capacity-building programs are already underway at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) to train senior civil servants on the digital workflow protocols mandated by the legislation.
